The Center is hosted by the School of Economic, Political and Policy Sciences at the University of Texas at Dallas (UTD).

UTD is located in the city of Richardson, located north of Dallas and home of multinational firms including Fujitsu, Cisco Systems, Honeywell, Nortel, Texas Instruments, Raytheon, Hewlett-Packard, Samsung and Rockwell Collins among others.
